Transit Strike Contingency Plans

 At 3 a.m. this morning, the Transit Workers Union walked off the job, which will leave thousands of New Yorkers looking for ways to get to their jobs. NY Sports Day wishes all the best of luck to all as they try to get to their places of work in this chaotic time.

In the case of a strike, transportation into Manhattan will be available at the following Park & Ride locations:

| Occupancy Traffic Restrictions |
The city will enforce HOV 4 (high occupancy vehicle) restrictions for traffic traveling into Manhattan south of 96th Street Monday through Friday from 5 a.m. to 11 a.m., meaning all vehicles must have a minimum of four passengers to enter the borough south of 96th Street. Vehicles traveling within Manhattan need not have four passengers.
All tunnels and all bridges inbound into Manhattan will also be HOV 4-restricted.
In addition, the following highways will be HOV-restricted:
Belt Parkway from 4th Avenue to Gowanus Expressway merge at 60th Street Brooklyn-Queens Expressway from Gowanus Expressway to the Manhattan Bridge Bruckner Expressway from Bruckner Interchange to the Triborough Bridge FDR Drive/Harlem River Drive from Dyckman Street to E. 96th Street Gowanus Expressway from 92nd Street to Brooklyn-Queens Expressway Interchange (bus/HOV EZ-Pass lane for buses and emergency vehicles only) Henry Hudson Parkway from Mosholu Parkway to W. 72nd Street Long Island Expressway from Grand Central Parkway to Queens-Midtown Tunnel (bus/HOV EZ-Pass lane for buses and emergency vehicles only) Prospect Expressway from Church Avenue to the Gowanus Expressway Central Park Drive West from West 110th Street to Central Park South

Midtown Manhattan
To provide north/south and east/west access for priority vehicles and emergency services in Manhattan, all commercial and passenger vehicles would be banned from the following corridors from 6 AM until 8 PM:
Fifth Avenue, E. 23rd to E. 96th Streets Madison Avenue, E. 23rd to E. 96th Streets 26th Street, First Avenue to 12th Street 29th Street, First Avenue to 12th Street 49th Street, First Avenue to 12th Street 50th Street, First Avenue to 12th Street Church Street/Trinity Place, South of Barclay Street
Priority vehicles include medallion taxicabs, for-hire vehicles, buses, commuter vas (with New York State DOT permits) and Access-A-Ride vehicles, and mopeds, motorcycles and bicycles would be permitted as well. All vehicles would be allowed to enter and exit garages located on any of these streets by using the nearest cross street.
Lower Manhattan
The following corridors will be reserved for emergency vehicles at all times:
Maiden Lane/Cortlandt Street, Water to Church Streets Nassau Street, Wall to Spruce Streets Rector Street, West Street to Broadway Vesey Street, Church Street to Park Row Warren Street, West Street to Broadway
Central Park Drive
Vehicles may enter Central Park Drive Monday-Friday, 24 hours a day. Traffic may enter at W. 59th Street and W. 110th Street only. Southbound traffic entering at W. 110th Street will be subject to HOV 4 restrictions Monday-Friday, 5 a.m. to 11 a.m.
Lane Reversals
Rush hour lane reversals (traffic will only be allowed to move out of Manhattan) will be implemented on the Manhattan, Queensboro/59th Street and Williamsburg Bridges, and the Brooklyn-Battery, Holland, Lincoln and Queens-Midtown Tunnels to accommodate extra traffic flow. Lane rehearsals will be in effect Monday-Friday, 5 a.m. to 11 a.m. and 2 p.m. to 8 p.m.

The TLC will amend regulations to maximize the passenger-carrying capacity of taxis, for-hire vehicles (FHVs) and commuter vans. Street hails by TLC-licensed vehicles will be permitted at bus stops where regularly-scheduled service is not in operation and at park and ride and carpool staging areas. Group rides will be permitted and encouraged. TLC-licensed vehicles will be subject to HOV requirements.
TLC Fares for Taxis and FHVs
Up to $10 – Initial charge and travel in one fare zone
$5 – Charge for entering another fare zone
TLC Fares for Commuter Vans
$5 - Charge for person regardless of destination
TLC Maximum Fares for NYC Airport Trips
$30 – Trips to/from Manhattan to JFK Airport
$20 – Trips to/from Manhattan and LaGuardia Airport
Zone Charges – Trips to/from JFK or LaGuardia airports from boroughs other than Manhattan
The fare structure for trips to Newark Airport and all destinations outside of New York City will remain unchanged.
Disabled Passengers
The MTA's Access-A-Ride program will continue to serve people with disabilities in the event of a strike, and should be contacted by the usual means at 877-337-2017 or 718-393-4999.
The Long Island Rail Road, Metro-North, PATH, New Jersey Transit and the Staten Island Railway would still run.
Long Island Rail Road
Seven regular AM peak and seven regular PM peak trains will be cancelled to provide for Queens shuttle train service. Regular LIRR customers who commute to or from Queens stations other than Jamaica may have to change trains to reach their destinations. LIRR commuters at Jamaica, Kew Gardens, Forest Hills and Woodside will be served by special shuttle trains.
To ease crowding, there will be street-level queuing at Penn Station, Flatbush Avenue, Jamaica and many Queens stations.
Reverse peak service will run on a regular schedule.
Bicycles will not be permitted on LIRR trains during a transit strike.
A strike fare of $4 will be charge for travel within the city at all times.

Metro-North
Some Hudson and Harlem Line trains will skip their regular Bronx station stops. New Haven Line trains will make all regularly scheduled stops, including Fordham.
Three regular Hudson Line PM peak trains will be combined to provide for Bronx shuttle service.
To facilitate boarding, a special entrance to Grand Central on 43rd Street between Madison and Vanderbilt Avenues will be designated for Bronx shuttle train service.
Dedicated shuttle trains will operate between the Bronx and Manhattan.
Bicycles will not be permitted on Metro-North trains during a transit strike.
A strike fare of $4 will be charge for travel within the city at all times.
Metro-North Shuttle Service
West Bronx (Hudson Line): Will serve Morris Heights, University Heights, Marble Hill, and Spuyten Duyvil at all times. West Bronx shuttle service will also serve Riverdale in the PM peak, off-peak and on weekends.
East Bronx (Harlem Line): Will serve Tremont, Fordham, Botanical Garden, Williams Bridge, Woodlawn, Wakefield and Mount Vernon West. However, during peak hours, shuttles will not stop at Melrose (use temporary station at Yankee Stadium) or Tremont (use Fordham).
Yankee Stadium: Will serve a temporary park and ride facility. Trains will operate between Yankee Stadium, Harlem-125th Street and Grand Central Terminal.

PATH
PATH train will operate shuttle service between 33rd Street and the World Trade Center, with stops at the Pavonia/Newport and Exchange Place stations in Jersey City. This service will operate Monday-Friday from 6 a.m. to 8 p.m., with trains every seven minutes during the morning and evening rush hours.
The Staten Island Ferry will run boats every 15 minutes between 6 a.m. and 10 a.m. and between 2:30 p.m. and 8 p.m. Parking lots in and around the St. George Terminal will be restricted to vehicles with four or more passengers only.
Private Ferry Information
The city has requested private ferry operators extend peak service to accommodate staggered work schedules and additional riders. Private ferries will operate service along the East River with stops at Hunters Point in Queens, 34th Street and Pier 11 at Wall Street in Manhattan and the Brooklyn Army Terminal, more information is available at www.nyc.gov/ferries.

Residents and commuters are encouraged to walk or bike, especially during rush hours. Bicyclists are encouraged to review the 2005 New York City Cycling Map, available at the Department of City Planning's website at www.nyc.gov/dcp.

Classes at New York City's public would start two hours later, and school bus pick-ups will also be pushed back two hours.
Parents who need to drop children off earlier are asked to call their parent coordinator or principal.
Half-day pre-kindergarten morning sessions are cancelled, but afternoon programs remain open.
High school evening classes will operate at scheduled times.
Field trips and PSAL programs will be cancelled, but the majority of after-school programs will be open.
Saturday prep academy will be cancelled.
Teachers are expected to get to work on time. However, there is a one-hour grace period. To make it easier for those who drive, playgrounds will be used for staff parking.

Alternate side of the street parking rules will be suspended citywide for the duration of the strike.
To improve traffic flow, weekday No Standing and No Parking rules will be extended on main roads throughout the five boroughs from 5 a.m. to 8 p.m. No Standing will be in effect in the peak direction from 5 a.m. to 11 a.m. and 2 p.m. to 8 p.m. No Parking rules will apply on these roads at other times. Designated No Standing and No Parking areas will be marked.
